I.       CALL TO ORDER – Jean Powell, Chairperson, called the meeting to order at 12:20 PM. She then asked the voting members, non-voting members, and guests to introduce themselves. She welcomed the Town of Erwin and its representatives Mayor Patsy Carson and Manager Richard Douglas to membership in RLUAC.

II.     INVOCATION – Roland Hall, representative for Sampson County, offered the invocation for the meeting.

 

III. PRESENTATION – “From Net-Zero to Energy Positive – Hoke County’s Sandy Grove Middle School”, Robbie Ferris, CEO of SfL+A Architects / Firstfloor; Dr. Freddie Williamson, Superintendent at Hoke County Schools; Charles Tapp, Executive Director of Maintenance at Hoke Couhnty Schools & Erica Fortenberry, Principal at Sandy Grove Middle School – Robbie reported that Sandy Grove Middle School is an “energy positive building” – meaning that it generates 40% more electricity than it consumes. It is designed to LEED Platinum Standards and it reduces the total cost of ownership by approximately 75%. The school is equipped with “high performance systems” including ground source geothermal, high output LED lighting, load bearing masonry walls, enhanced building automation system, solar photovoltaic cells (589 KW) and indoor air quality monitoring. Compared with a traditional school, Sandy Grove will save more than $20M over the forty year life of the school. This model facility is a first of its kind in the country.

IV.     BUSINESS ITEMS    

  • MINUTES – Robert McLaughlin made a motion to approve the minutes for the Quarterly meeting held on February 20th and Roland Hall seconded the motion. The motion passed unanimously.

ACTION: Approved

  • FINANCIAL REPORT - Dougherty reported that RLUAC began the month of April with a cash balance of$33,252.70There were no receipts for April.Expenditures for the month totaled $3,101.98.RLUAC retained a cash balance of $30,150.72 as of April 30th. Further, Dougherty reported that RLUAC expects additional receipts of $8,000.00 (from the contract with Atkins Company) and expenses of approximately $7,000 prior to the end of the FY. It is anticipated that RLUAC will end the current fiscal year with a cash balance of approximately $30,000.       Roland Hall made a motion to approve the financial report and Robert McLaughlin seconded the motion. The motion passed unanimously.

  • LOCAL GOVERNMENT DUES STRUCTURE FOR FY 2014-15 – Powell reported that the Board of Directors recommended no increase in local government dues for FY 2014-15. Roland Hall made a motion to accept the Board’s recommendation to hold the local government dues for FY 2014-15 at the current rate. Robert McLaughlin seconded the motion. The motion passed unanimously.

ACTION: Approved

 

  • BUDGET – Powell reported that the Board of Directors recommended no increase in the budget for FY 2014-15. Roland Hall made a motion to accept the Board’s recommendation to keep the budget for FY 2014-15 at the same levels as the current budget. Robert McLaughlin seconded the motion. The motion passed unanimously.

ACTION: Approved

 

  • NOMINATIONS TO THE BOARD OF DIRECTORS – Powell introduced the Board recommended nominees for inclusion on the Board of Directors. The nominees included Will Best, NC Department of Commerce; Mike Lynch, At Large; and Dixon Ivey, Jr, Robeson County.. Robert McLaughlin made a motion to approve the nominees for the Board of Directors. Roland Hall seconded the motion. The motion passed unanimously.

            ACTION: Approved

V. EXECUTIVE DIRECTOR REPORT - Jim Dougherty

  • Land Use Reviews - Dougherty reported that he and the Board reviewed 62 land use cases during the January through April quarter. The breakout includes 2 cases for Cumberland County, 44 cases for Fayetteville, 1 case for Stedman, 13 cases for Harnett County, 1 case for Hoke County, and 1 case for Moore County.
  • Outreach Activities for the Quarter – Dougherty reported that he had represented RLUAC in the following outreach activities:
    • Mid Carolina COG Annual Banquet in February
    • North Carolina Sandhills Conservation Partnership meeting in March
    • Meeting with Eastover Town Manager in March
    • Meeting with Erwin Town Board in April – Board voted to join RLUAC
    • Met with new Robeson County Planning Director in April
    • Meeting of RLUAC Board of Directors in April
    • Met with Fort Bragg Public Affairs representatives in May to set up a Fort Bragg visit for RLUAC
    • Fort Bragg Visit – Dougherty reported that Fort Bragg has agreed to sponsor RLUC for a full-day visit on September 18th. The visit will begin at the Stryker Golf Course parking lot at 8:00 AM and extend until approximately 4:00 PM. The trip will include a briefing by Col. Sanborn, .hands-on use of the weapons simulator and flight simulator, a visit to the parachute packing facility, a visit to the Pope Combat Control School, and if time permits a visit to the 82nd Museum. The only cost will be a $4.65 charge for the lunch. Due to logistical issues, the visit will be limited to only 35 people.
