I.  CALL TO ORDER - Chairman John K. McNeill called the meeting to order at 12:00 noon.  He then asked the attendees to introduce themselves.

II.  INVOCATION – John K. McNeill offered the invocation for the meeting.

III.  PRESENTATION – “Three Rivers Land Conservancy (Merger with Sandhills Land Trust)” – Travis Morehead, Executive Director – Morehead explained that the Three Rivers Land Trust is located in Salisbury, NC and to date has permanently conserved 26,000 acres of farmland, 74 miles of river and stream frontage, and has transferred 4,000 acres to the public for recreational use. He explained that the trust’s mission it to protect and conserve land, natural areas, rural landscapes, family farms, and historic places within North Carolina’s central Piedmont. Recently Three Rivers merged with the Fort Bragg region’s Sandhills Area Land Trust.

IV.  UPDATES - Joint Land Use Study Implementation Project - Jason Epley

          Benchmark Planning & Tyson Smith, White and Smith – Epley reported on the status of each of the JLUS Implementation project tasks:

Task 1: Website and Case Management /Tracking System – the Benchmark team is currently in negotiations with an IT vender to develop the new system and to provide a 5-year maintenance contract.

Task 2: Organizational Strategic Plan – The team will be working with the RLUAC Board of Directors to identify a date for a special meeting to discuss the future or the organization and to help guide the development of the strategic plan.

Task 3: Scotland County Zoning GIS – The team has been in contact with both Scotland County and City of Laurinburg officials to discuss the project.  Efforts are underway to have Laurinburg GIS to serve as subcontractors to develop the digital Scotland County zoning map.

Task 4: Comprehensive Plan/Land Use Plan Supplements – The team is currently assessing data needs for updating the mapping products for inclusion in the individual plan supplements and an outline for the plan supplements.

Task 5Military Land Use Compatibility Toolbox – This task is aligned with Task 4 and will be prepared along the same timeframe.

V.  Introduction of New RLUAC Executive Director Jim Dougherty – Dougherty introduced Pete Campbell who will become the new RLUAC Executive Director on October 1st. Campbell is currently employed by the US Fish and Wildlife Service, but will be retiring from that position on September 30th.

VI.  Introductory Address by New RLUAC Executive Director – Pete Campbell – Campbell shared that he is looking forward to assuming the RLUAC Executive Director reigns beginning in October. He explained his role in working with Fort Bragg and local governments in our region to get the red cockaded woodpeckers in a recovered status.  He also played a major role in helping RLUAC reactivate in the year 2000 after its two-year hiatus.   Pete also helped move RLUAC into the position where it is not only concerned with military noise and accident potential threats, but  also with wildlife habitats and other environmental concerns.                                   

VII.    BUSINESS ITEMS

  • Minutes – Mike Lynch made a motion to approve the minutes for the Quarterly meeting held on May 16, 2019 and Jeff Sanborn seconded the motion.  The motion passed unanimously.

ACTION:  Approved

  • Financial Report – Glenda Dye   reported   that   RLUAC   had a   cash  balance of

$ 5,141.98  on April 30, 2019.   Receipts   for  May 1st through July 31st totaled      $ 27,121.44.  Expenditures for the same period totaled $ 14,279.81.  That left a balance of $ 12,841.63 on July 31, 2019. Roland Hall made a motion to approve the financial report and Jessie Belflower seconded it.  The motion passed unanimously.

ACTION: Approved

VIII.   SURPRISE PRESENTATIONS - Mark Locklear, Harnett County Planning Director and Justin Mitchell, Fort Bragg Deputy Garrison Commander – Locklear presented retiring RLUAC Executive Director Jim Dougherty with an award honoring his service to the citizens of Harnett County and Mitchell presented him with the Fort Bragg Garrison Commander’s coin.

IX.     ADJOURN - There being no further business, the meeting was adjourned at 1:10 PM.
