I.  CALL TO ORDER – Secretary Mark Locklear called the meeting to order at 12:01 pm. Locklear then asked the attendees to introduce themselves.

 

II.  INVOCATION – Jason Epley offered the invocation for the meeting.

                                            

III.  PRESENTATION – Joint Land Use Study Updates – Jason Epley and Vagn Hansen, Benchmark Planning Consultants – The consultants reported that the JLUS is largely on schedule and will likely be completed by the end of June 2018 – barring any unforeseen circumstances. Epley reviewed the various phases of the study and provided a detailed update concerning what work elements have been completed and what work remains to be done in the remaining phases.

Through a series of GIS maps Hansen explained the preliminary results of the new Army conducted noise contours.  The noise study examined aircraft noise, artillery noise and small arms firing noise. It was interesting to note that along portions of the Fort Bragg boundary the contours has shrunk and are completely contained within the military property.  However in a few areas (largely in Hoke County), the noise had expanded beyond where they were when the last noise study was conducted.  That said none of the truly high noise contours are shown to extend beyond the Fort Bragg boundaries.

 IV. BUSINESS ITEMS

  • Minutes – Kim Nazarzik made a motion to approve the minutes for the Quarterly meeting held on May 18th and Roland Hall seconded the motion.  The motion passed unanimously.

ACTION:  Approved

  • Financial Report – Jim Dougherty reported that RLUAC had a cash balance of $25,089.03 at the end of the fiscal year on June 30, 2017.  Local government membership dues receipts in July totaled $ 9,075.00.  Expenditures for the month totaled   $ 3,286.53.  That left a balance of $ 30,877.50  on July 31st.  Roland Hall made a motion to approve the financial report and Mark Locklear seconded the motion.  The motion passed unanimously.

ACTION: Approved

 

V. ADJOURN - There being no further business, Locklear adjourned the meeting at    12:55 PM.
